Customs Update in China
The General Administration of Customs of China will officially implement its No.33 Announcement to strengthen the management on import and export samples and advertising articles on July 1st 2010.The new regulation requires an importer or exporter registration code (a 10 digit code) to be reported in the customs declaration of all consignments, except for documents and personal effects. If customers are not registered with Customs, then they may need to engage an agent who has the code and is authorized to act as the importer or exporter of record for their consignments.
Even if the customers may provide the required information, we have to expect 1-2 days delay in Customs. And the direct impact to all express vendors is that it will definitely increase the workload in handling this kind of shipments, deteriorating the performance in COA and more shipments will be pending in Customs warehouse. So far, we are not exactly sure how Customs officers will execute this regulation (this is a big pressure for them as well). We will keep you informed more details about this.
